Unfortunately, that seems to be all the information there is on that shrine. It belongs to Celebi and it's not to be disturbed. I don't know anything else about the shrine, but if you've researched Celebi you've probably read that it's supposedly a time travelling Pokémon.

He set the Bellsprout Tower on fire some time ago, but bombs do seem to be a frequent part of his attacks.

No, he hasn't. At least, there's never been any report of his arrest; I'm sure they'd make that public if they did catch him.

No, it's quite alright. He's been doing this for a long time and his methods are usually the same. They're... interesting, though I have no idea why he launches these attacks in the first place.

From the sound of it, he does it because he finds it fun. There doesn't seem to be any sort of reason otherwise.
